I know you asked about locally, but something you should consider as a new turner is to look at Penn States "Benjamin's Best" line up of turning tools. they are made of quality High speed steel, and are a good value for the quality. You can get a set for about $80.00 that will include a bowl gouge, parting tool, spindle gouges, etc.
For the price there is probably not a better quality or value on the retail market. Trust me, all the turners go through this same process. Here is the link:
